SIMMER FISH STOCK   In a pot, combine clam juice, carrot, celery, garlic, onion, parsley, bay leaf, black peppercorns, fennel seeds until vegetables are soft then strain and reserve broth.

MAKE TOMATO BROTH - Saute and combine all the ingredients including fish stock. Simmer for an hour. Use an immersion blender if you prefer a smooth sauce. ADD SEAFOOD - mussels, shrimp, cod or halibut, clams, snow crab legs
